Shay Catrett
President
Shay Catrett received her B.S. in Business Administration from the University of Alabama in Huntsville and joined the BaySolutions team in 2003.
Shay has served the company in numerous capacities—she has written business plans, successful grant proposals, serves as a seminar instructor, as well as a meeting and special events organizer. With the passing of the company’s Founder in 2021, Shay assumed the role of President and owner of BaySolutions.

Ray Dubuque
VP–Governmental Affairs
Ray has an extensive background in planning, organizing, and leadership. During his 39 year career with Southern Bell, BellSouth, and AT&T, he served in numerous managerial positions throughout the Southeast. He is skilled in project management, including liaison between BellSouth and the American Red Cross for nine southeastern states. This included vital telecommunications coordination for many agencies’ disaster preparedness.
Receiving an A.S. in Design Technology from Gulf Coast State College and a B.S. in Industrial Technology from the University of West Florida, Ray brings a wealth of managerial, technical, and leadership expertise to the BaySolutions team.

Vic Jones
Consultant
Vic began his career with Gulf Power Company in Marketing and progressed to power plant operations at the Lansing Smith Plant in Panama City, FL. He served as Plant Manager of the Scholz Plant in Sneads, Florida, and later the Lansing Smith Plant in Panama City, Florida. From there he transferred to Division Operations in Panama City as Division Manager of the Eastern Division until his retirement after 25 years. Not satisfied with one career, he started an 18-year stint with Merrick Industries in the Coal Feed Systems division. In this position, he managed the domestic and international sales and engineering of large capital equipment for coal-fired power plants. This required extensive travel and dealings with personnel around the world.
Vic received a B.S. in Mechanical Engineering from the University of Mississippi, and an M.S. in Management from Troy State University.

Hal Beyer
Comptroller
Hal spent 36 years working in the chemical industry. He began his career as a Lab Technician and quickly worked his way into management. The last 7 years of his career, he was the Plant Manager for Arizona Chemical, where he successfully negotiated numerous labor contracts.
Hal received a B.S. in Chemistry from Ursinus College, an MBA from the University of West Florida, and a B.S. in Accounting from Florida State University.

Remembering Our Founder
John S. Robbins
After retiring from AT&T with 35 years of service, John Robbins founded BaySolutions in 2000. This was the culmination of his long-term goal to establish a firm specializing in governmental relations and professional development training. As an active member of the community, John generously devoted his time, talents, and resources to help make Northwest Florida a great place to work and live. He was involved with many community organizations and countless not-for-profits. He was known as “Papa John” to many in the community who loved him and appreciated his mentorship and encouragement. John brought integrity, a high level of professionalism, and respect for others to everything he did. Whether in business or life, he believed that always delivering your best effort was at the heart of a successful business and a productive, happy life. His passing in 2021 has not changed the core values on which BaySolutions was founded, but rather reaffirmed our promise to continue his legacy.
