John S. Robbins, President

John Robbins is a highly successful corporate and external affairs professional. He has broad experience in state and local government relations, public affairs, issues management and media relations. As a former elected official, his greatest asset is an ability to identify and assemble the most effective team to accomplish the goals of his clients.

Shay Catrett, Vice President

Shay Catrett received her B.S. in Business Administration from the University of Alabama in Huntsville and brings marketing and public relations expertise, as well as management and organizational skills to our company.

Shay has written business plans, successful grant proposals, and serves as a seminar instructor, as well as a meeting and special events organizer. Through Shay’s efforts, BAYSOLUTIONS’ seminars qualify for Continuing Professional Education units for Florida Certified Public Accountants. In addition, she prepares media releases and is an excellent market and demographics researcher.

Dan Duda, Senior Consultant

Dan Duda, Senior Consultant, brings a wealth of experience to BAYSOLUTIONS. With experience as a former Squadron Commanding Officer, Chief Staff Officer of a major U.S. Navy research center, Bay County Manager, and Vice-President for Economic Development, Mr. Duda brings a wealth of leadership, management skills, education, and a network of contacts to our organization.

Receiving his B.S. in Political Science and M.A. in Public Administration from the University of West Florida, Mr. Duda has been recognized as a UWF Department of Government Distinguished Alumnus and elected to National Honor Society for Public Affairs and Administration.

Jerry Smithwick, VP - Governmental Affairs

Jerry Smithwick is an accomplished professional with vast experience in Federal, State and local government. Having served fourteen years as the Florida Chief of Staff for Congressman Allen Boyd, United States House of Representatives, he is thoroughly knowledgeable in legislative processes and resolution of constituent needs.

In addition to his congressional staff experience, he also has superlative expertise in the many facets of broadcast communications and was the President and General Manager of a local, NBC affiliated, television station. Jerry is a veteran of the Vietnam conflict and attended Norman College in Norman, Georgia. With current contacts, numerous community resources, and a keen understanding of business management, he is an integral and important part of our BAYSOLUTIONS team.

Ray Dubuque, Senior Consultant

Ray Dubuque has an extensive background in planning, organizing and leadership. During his 39 year career with Southern Bell, BellSouth and AT&T, he served in numerous managerial positions throughout the Southeast. He is skilled in project management including liaison between BellSouth and the American Red Cross for nine southeastern states. This included vital telecommunications coordination for many agencies’ disaster preparedness.

Receiving an Associate of Science in Design Technology from Gulf Coast Community College and a Bachelor of Science in Industrial Technology from the University of West Florida, Ray brings a wealth of managerial, technical and leadership expertise to the BAYSOLUTIONS team.

Hal Beyer, Comptroller

Hal Beyer spent 36 years working in the chemical industry. He began his career as a Lab Technician and quickly worked his way into management. The last 7 years of his career, he was the Plant Manager for Arizona Chemical, where he was successful in negotiating numerous labor contracts.

Hal received a Bachelor of Science in Chemistry from Ursinus College, a MBA from the University of West Florida, and a Bachelor of Science in Accounting from the Florida State University.

Hal Beyer’s extensive knowledge of industrial safety and environmental issues coupled with his comprehensive understanding of the chemical industry adds diversity to the BAYSOLUTIONS team.
 

Vic Jones, Consultant

Vic Jones began his career with Gulf Power Company in Marketing and progressed from there to power plant operations at the Lansing Smith Plant in Panama City, FL. He served as Plant Manager of the Scholz Plant in Sneads, Florida and later the Lansing Smith Plant in Panama City, Florida. From there he transferred to Division Operations in Panama City as Division Manager of the Eastern Division until his retirement after 25 years. Not satisfied with one career, he started an 18 year stint with Merrick Industries located in Lynn Haven, in the Coal Feed Systems division. In this position he managed the domestic and international sales and engineering of large capital equipment for coal fired power plants. This required extensive travel and dealings with personnel around the world.

Vic received a Bachelor of Science in Mechanical Engineering from the University of Mississippi, and Master of Science in Management degree from Troy State University.
